In Europe for example; yes you have a bunch of conservative governments that are very worried that the United States will abandon them and they don't know quite how to handle that; so they are becoming more pro-american than they were before trying to demonstrate don't abandon us.
But right below the surface; in Europe in Germany Italy France England, there's the business community that doesn't want any of this; that either wants to have access to China or wants to develop a Europe, that is somehow able to be a player in a three-way relationship between China Europe and America, rather than be the junior partner of the United States.
