A fair security pension system that covers each China citizen or resident is required to be established. This problem needs resolved because China now has such an ability to do so. Last year, China GDP was over 90 trillions Yuan! That means that China 2018 GDP per capita reached 65000 Yuan.

There is not any reason to ask the question 'Where is the money from?' In addition, savings of the all levels of governments spending, introducing the properties tax, and securing long-term pension fund etc. could be also used for the setup of the security pension system in China.
