Tchen was born inColumbus,Ohio[3]on January 25, 1956 to Chinese immigrants who fled thePeoples Republic of Chinain 1949. Her father worked as a psychiatrist and her mother as a scientist.[4]She grew up inBeachwood, Ohiowhere she graduated fromBeachwood High School. She graduated fromRadcliffe CollegeofHarvard Universityin 1978,[1]and received herJ.D.degree in 1984 fromNorthwestern UniversitySchool of Law.
